Visual Studio, VS Code, JetBrains IDEs, .NET, Node.js, Python, Git, SQL Server Developer edition, PostgreSQL and MySQL all run on Windows Server. You are responsible for each tool's licence; Visual Studio and SQL Server have their own licence terms for server use.
Windows Server allows two simultaneous Remote Desktop sessions for administration without
extra licences. For more people working on the server at the same time, Microsoft requires
the Remote Desktop Session Host role and RDS client access licences (CALs). For small teams,
one server per developer is often simpler. The MSTSC command guide

Yes. It is a full Windows Server with Administrator access, so you can install IDEs, SDKs, runtimes and databases and keep long builds running after you disconnect.
Do not count on it. Docker Desktop and WSL 2 need nested virtualisation (Hyper-V running inside your server), which is not part of our plan specification. If your work depends on them, open a ticket before you order and we will tell you what is possible in your location.

Two people can use Remote Desktop at the same time for administration without extra licences. More simultaneous users need the RD Session Host role and RDS CALs.
